New Delhi [India], November 25 (HBTV): The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the One Nation One Subscription scheme, a new Central Sector initiative designed to provide nationwide access to scholarly research articles and journal publications.
Information and Broadcasting Minister, who briefed the media on the cabinet decisions, said the scheme will be administered through a simple, user-friendly, and fully digital process.
The One Nation One Subscription facility will benefit government higher education institutions and R&D laboratories under the central government. An official release stated that approximately ₹6,000 crore has been allocated for the scheme for three calendar years—2025, 2026, and 2027.
The release highlighted that the initiative builds on a decade of efforts by the Government of India to maximize access to quality higher education for the country’s youth. It will supplement the Anusandhan National Research Foundation (ANRF) initiative, promoting research, innovation, and development across government universities, colleges, research institutions, and R&D laboratories.
The scheme’s benefits will extend to all higher education institutions managed by the central or state governments and R&D institutions under the central government. These institutions, totaling over 6,300, will be covered through a national subscription coordinated by the Information and Library Network (INFLIBNET), an autonomous inter-university center of the University Grants Commission (UGC). Nearly 1.8 crore students, faculty, and researchers will potentially benefit from the scheme.
Aligning with the objectives of Viksit Bharat @2047, the National Education Policy (NEP) 2020, and ANRF, the initiative aims to expand access to scholarly journals for students, faculty, and researchers across all disciplines. This includes fostering core and interdisciplinary research in tier-2 and tier-3 cities.
The ANRF will periodically review the usage of the One Nation One Subscription scheme and the publications of Indian authors from these institutions.
The Department of Higher Education (DHE) and other ministries managing higher education institutions and R&D organizations will conduct information, education, and communication (IEC) campaigns to raise awareness about the scheme among students, faculty, and researchers. State governments will also be encouraged to promote the initiative to maximize its utilization.
